If a valuation has been reassigned from one lender to another can the valuer charge the banks and me twice?

Yes the valuer can charge for a valuation re-assignment. No it isn't fair, valuations never are! It is at their discretion. If the valuations were for different purposes then they can request to re-inspect the property or to change the figure as well.
